ICA Smart Services and ICP: Same Authority, Two Names

This is one of those questions that only exists because of an administrative change, and it wastes a great deal of people's time.

Somebody sends you a link to "ICA Smart Services", it does not work, and you cannot tell whether the service moved, the service was discontinued, or you are on a fake site.

The answer is simple, and worth knowing once.

What Changed, Briefly

The UAE federal body responsible for identity, citizenship and immigration was the Federal Authority for Identity and Citizenship. Everyone shortened that to ICA, and its online services lived on ica.gov.ae addresses, most commonly a smartservices subdomain.

The authority was then restructured to bring customs and port security into the same body, becoming the Federal Authority for Identity, Citizenship, Customs and Port Security, shortened to ICP. Its services moved to icp.gov.ae and its app is published as UAEICP.

That is genuinely the whole story. No service was withdrawn, no account was deleted, and nothing about your visa or Emirates ID changed because of it.

The confusion is entirely one of naming, made worse by the fact that both abbreviations remain heavily searched and a great deal of third-party content still says ICA.

Why Your Old Link Fails

Three reasons, in order of how often they apply:

• The address moved. An old bookmark, an old email from a typing centre, or an instruction sheet printed a couple of years ago will point at the legacy domain.
• The page was reorganised. Even on the current portal, individual service pages have been restructured, so a deep link into a specific form can break while the service itself is fine.
• You are on the wrong authority. This is the one people miss. A Dubai-issued residence file may not appear on the federal portal at all.

The fix for all three is the same: start at the authority's home page and navigate to the service, rather than trying to reach a form directly. It takes twenty seconds longer and it always works.

ICP or GDRFA: The Question Behind the Question

Most people searching for ICA Smart Services are actually trying to do one specific thing, usually check a visa status or renew an Emirates ID. Whether the federal portal is the right place depends on where the file lives.

If a Dubai employer or a Dubai free zone arranged your visa, try GDRFA first. Otherwise start with ICP.

What Lives on the Federal Portal

The service families, so you know whether what you want is there at all:

• Entry permits for employment, family, visit, study and treatment.
• Residence visas: issue, renew, cancel and amend.
• Emirates ID: new applications, renewals, replacements and status. See Emirates ID status and renewal.
• Golden and Green Visas: eligibility and application.
• Status and file validity enquiries, free and with no login needed.
• Fines, including overstay amounts. See overstay fines.
• Establishment services for companies sponsoring employees.
• Passport and citizenship services for UAE nationals.

Logging in, and the Step That Stops People

Free status checks need no account. Anything transactional does, and the practical route in is a verified UAE Pass.

The word verified is doing the work in that sentence: a UAE Pass account that was registered but never verified will be turned away, and that is the single most common reason somebody concludes the portal is broken.

Verification takes a few minutes at a kiosk or through the in-app identity check, and it needs a valid Emirates ID and a mobile number matching your identity records. Do it before you need it, not during something time-sensitive.

Spotting a Fake

Because the search volume on these names is enormous, there is a large ecosystem of sites positioned around them. Some are harmless information pages.

Some charge for status checks the government provides free. A few ask for far more personal data than the real portal does.

Two rules cover it. First, official UAE government services sit on gov.ae domains, and the unified catalogue at u.ae is the reliable index if you want to confirm you are in the right place.

Second, a status check is always free, so anyone charging for one is charging you for a button.

Paying a competent firm to handle a process end to end is an entirely different proposition from paying a website to press a free button on your behalf. The first buys accountability for an outcome.

The second buys nothing.

What the Rename Does Not Affect

Worth stating plainly, because people worry:

• Your existing visa is unaffected. Validity, conditions and expiry are unchanged.
• Your Emirates ID is unaffected and does not need reissuing.
• Applications in progress continued through the change.
• Your company's establishment file is unaffected. See the establishment card explained.
• Fees did not change because of a rename.

The Services People Actually Come Looking For

Search volume on these terms is enormous, and it clusters around a handful of jobs. Knowing which is which saves navigating a portal you did not need.

That last row is the one worth internalising. A large share of people searching an immigration portal are actually looking for a labour matter, and no amount of navigating ICP will find it.

Why the Two Names Persist in Search

A brief digression that is genuinely useful. The old abbreviation still carries very high search volume, years after the change, for three reasons: people learned it once and kept using it, a large quantity of third-party content was written when ICA was current and has never been updated, and typing centres and employers still print instruction sheets with the old name on them.

The practical consequence for you is that a search for the old name will return a mixture of current official pages, stale third-party pages, and sites positioned to capture the traffic.

That mixture is exactly why the domain test below matters more than the search ranking.

The highest result is not necessarily the authority.

For Companies: Which Name to Use in Your Own Documents

A small practical point that saves confusion internally. If your HR pack, onboarding checklist or supplier instructions still say ICA, update them to ICP and note the old name in brackets once.

New joiners will search whatever your document tells them to search, and sending them at a legacy address wastes their first week.

A Note on Third-Party Guides, Including This One

Something worth saying plainly, because it applies to every page you will read on this subject including ours. A guide written by a private firm can explain a process clearly, put it in order, and tell you what usually goes wrong.

It cannot be the authority on a rule that changed last month.

So the sensible way to use content like this is as a map rather than as a source. Use it to understand which authority owns your question, what the sequence is, and which documents to have ready.

Then confirm the current fee, the current threshold and the current form on the authority's own site before you act on it. That is why every article we publish links out to the authority rather than asking you to take our word for it.

The two places worth bookmarking properly are icp.gov.ae for federal identity and immigration, and u.ae as the index of every official UAE government service. Between them they will always get you to the current position, which is more than any third-party page can promise.

The Short Version

ICA became ICP. Use icp.gov.ae, or gdrfad.gov.ae if your file is a Dubai one.

Verify your UAE Pass before you need it. Keep transaction numbers.

Never pay for a status check. Everything else about your visa and Emirates ID is exactly as it was.
