GDRFA Dubai: What It Handles and How to Use It

The UAE has a federal immigration authority and Dubai also has its own directorate, and almost nobody explains why or which one applies to them. The distinction matters because using the wrong portal produces a "no records found" result that looks alarming and means nothing.

Here is how GDRFA fits.

What GDRFA Is

The General Directorate of Residency and Foreigners Affairs is the Dubai government body responsible for residency and immigration within the emirate. It predates the current federal structure and continues to operate its own systems, service centres and app alongside the federal authority at icp.gov.ae.

That is not duplication for its own sake. Dubai handles an enormous volume of residency transactions, and having a dedicated directorate with its own service network is why Dubai processes are generally fast.

The cost of that arrangement is exactly the confusion this article exists to clear up.

How to Tell Whether Your File Is With GDRFA

You will not usually be told, so here are the practical indicators:

• A Dubai employer sponsored your visa. Most likely GDRFA.
• A Dubai free zone sponsored it. Most likely GDRFA.
• You sponsored family while resident in Dubai. Most likely GDRFA.
• Your paperwork mentions Amer, or you were sent to an Amer centre. Definitely GDRFA.
• Another emirate sponsored you. Federal system.

What GDRFA Handles

Amer Centres, the In-Person Channel

Amer is GDRFA's network of authorised service centres. When a transaction needs documents submitted, biometrics taken or a form typed properly, Amer is where that happens.

Some locations operate extended or round-the-clock hours, which is genuinely useful when a deadline is close.

The Digital Channels

• The GDRFA portal at gdrfad.gov.ae for enquiries and online services.
• The GDRFA app, and Dubai's unified DubaiNow app, which surfaces several residency services alongside other Dubai government services.
• A verified UAE Pass for anything transactional, which is the step people skip.
• The call centre, which is genuinely useful when a status is ambiguous and you need a human to interpret it.

Entry Permission Into Dubai

One GDRFA function worth knowing about separately, because it surprises residents. In certain circumstances, an approval to enter Dubai is required in addition to holding a valid residence visa, and that approval is a GDRFA matter.

The circumstances under which this applies have changed over time and depend on current policy, so the honest advice is to check the position before booking travel rather than assuming a valid visa is sufficient in every scenario.

This is exactly the kind of thing where the authority's own current guidance is the only reliable source.

For Employers Sponsoring in Dubai

A Dubai company sponsoring employees deals with GDRFA on the immigration side and MOHRE on the labour side, and both need to be in order before anyone can start work.

On the GDRFA side the sequence is establishment file, then entry permit, then status change if the person is already here, then residence visa after the medical and Emirates ID steps.

Free zone companies may route through their own zone rather than directly, which is worth confirming with the zone before your first hire.

Sponsoring Family Through GDRFA

One of the highest-volume things residents come to GDRFA for, and one where the requirements are decided before cost ever becomes relevant.

A Dubai resident sponsors family personally rather than through their employer, so the file is opened against you. The conditions turn on your own residency, your income and your accommodation, and in Dubai the accommodation evidence means a registered tenancy contract, which is Ejari.

That single document blocks more family applications than any other requirement, because people do not realise it is needed until they are at the counter.

The income conditions are set by the authority and have been revised more than once, so confirm the current rule at gdrfad.gov.ae rather than working from a figure somebody quoted you.

How GDRFA Compares to the Federal Authority in Practice

Not better or worse, but different in ways that affect how you plan.

• Service density. Dubai has a large network of Amer centres including extended-hours locations, which is a real advantage when something is time-critical.
• App maturity. Dubai's unified DubaiNow app surfaces residency services alongside other emirate services, which is convenient if you already use it.
• Scope. GDRFA covers Dubai only. If you relocate to another emirate, your residency file relationship changes.
• The overlap. Some services are reachable through either route, which is why a status check sometimes works on both and sometimes only one.

Common Problems, and What Actually Causes Them

• "No records found." Usually the wrong portal, a mistyped passport number, or a renewed passport whose number does not match the visa.
• An application stuck at one stage. Almost always a document, not the system. The person who filed it holds the transaction number and the correspondence.
• A rejected transaction with no obvious reason. Ask for the reason code rather than resubmitting blind, because resubmitting the same file produces the same result.
• Being sent between authorities. Establish first whether your question is labour or immigration, then Dubai or federal. Two questions, and they settle most of it.

One more thing worth knowing about GDRFA specifically. Because Dubai runs its own directorate, Dubai residency policy can move on its own timetable rather than waiting for a federal change, and it has historically moved faster.

That is usually to your benefit, but it means guidance more than a few months old should be treated as indicative rather than current, including guidance from an employer who last did this two years ago.

What to Do When Something Is Genuinely Stuck

A short escalation order, because people either give up too early or start again from scratch, and both waste weeks.

1. Get the transaction number from whoever submitted it. Without it you are guessing, and every conversation restarts from zero.
2. Check the status yourself on the portal. It is free, and it tells you whether the application is genuinely pending or has been decided and nobody told you.
3. If it shows rejected, get the reason code. Resubmitting the identical file produces the identical result, and people do this two or three times before asking why.
4. Call the centre that submitted it before calling the authority. They hold the correspondence and can usually explain the missing item in a sentence.
5. Then escalate to the authority with the transaction number and the reason code in hand. That conversation goes very differently from one that starts with "my visa is stuck".

Almost every genuinely stuck case we see resolves at step three or four, and the delay was caused by nobody establishing what the actual objection was.

Immigration systems are not mysterious, they are just literal: something did not match, and the file is waiting for the corrected version.

The Short Version

GDRFA is Dubai's residency authority, Amer is where you go in person, gdrfad.gov.ae is where you check things, status enquiries are free, and none of it covers work permits. If a Dubai employer or free zone arranged your visa, this is your authority.
