Commercial Licence: For Trading Goods
A commercial licence is the one for buying, selling, importing, exporting, and distributing physical goods. If your business moves products, general trading, electronics, foodstuff, building materials, a retail shop, an e-commerce store selling physical items, you are looking at a commercial licence.
It is the most common licence type because so much business is, at heart, trade. General trading licences, which allow a very broad range of goods under one licence, are a popular sub-type for businesses that deal in many product categories.
Professional Licence: For Selling Expertise
A professional licence is for services and intellectual output rather than goods. Consultants, IT and software firms, marketing agencies, designers, engineers, lawyers, accountants, doctors and management consultants all sit here.
The distinction matters: a professional licence is built around the qualifications and expertise of the people providing the service. Historically, professional licences on the mainland allowed 100% foreign ownership even before the wider 2021 reforms, using a local service agent who held no equity.
If your business sells knowledge, advice or a skill rather than a product, this is your licence.
Industrial Licence: For Making Things
An industrial licence covers manufacturing, production, and processing, turning raw materials or components into finished products. Factories, assembly operations, food production, and any business with a genuine production line need this type.
Industrial licences typically come with extra requirements: a physical industrial or warehouse facility, approvals related to the premises and, depending on the product, environmental or safety clearances. It is the most involved of the four because you are producing goods, not just trading or advising.
Tourism Licence: For Travel and Hospitality
Given Dubai's tourism economy, this type has its own category. A tourism licence covers travel agencies, tour operators, hotel and holiday operators, and related hospitality services.
These activities are regulated by the tourism authority, so a tourism licence usually involves approvals specific to the sector on top of the standard licensing steps. If your business books travel, runs tours, or operates hospitality, this is where you sit.
How Activities Decide Your Licence
Every licence lists specific government-approved activities, and the activities you select determine the licence type. Choose "management consultancy" and you are on a professional licence; choose "trading in electronics" and you are on a commercial one.
This is why activity selection is the real decision. It also has knock-on effects: some activities require approval from an external authority, some cannot be combined on one licence, and some businesses genuinely need two licences to cover everything they do.
The activity list is not something a consultant interprets freely. It is maintained by the Dubai Department of Economy and Tourism for the Dubai mainland, and each free zone publishes its own, so the licence type follows from which activity you actually register.

What happens if you pick the wrong type?
It is not a catastrophe, but it costs time and money. If you licensed the wrong activities, or your business grows into something your licence does not cover, you file an amendment to add or change activities, which is a paid process with the authority.
Worse is operating outside your licensed activities, which can bring fines. The clean approach is to think one to two years ahead when choosing activities: cover what you plan to do, not only what you do on day one, without going so broad that you trigger approvals you do not need.
