Business Setup in Ajman and Ajman Free Zone

The short answer

Ajman offers three routes: Ajman Free Zone, Ajman Media City Free Zone, and an Ajman mainland licence from the emirate's economic department. Its attraction is price.

Ajman consistently sits among the lowest cost licensing jurisdictions in the UAE while remaining within commuting distance of Dubai and Sharjah. The trade offs are banking friction, distance from the Dubai commercial centre, and the same mainland restrictions every free zone company faces.

Ajman is the smallest of the seven emirates by area and one of the most commercially pragmatic. It has positioned itself squarely on cost, competing for the founder who wants a legitimate UAE company and a residence visa without paying Dubai prices.

That is a real and honest proposition, and it works well for a specific kind of business. It works badly for others, and the difference is worth understanding before you buy on price alone.

Ajman Free Zone

Ajman Free Zone is the emirate's established zone, adjacent to Ajman Port, and it has been operating since the late 1980s.

It licenses trading, services, industrial and e-commerce activities, offers packages with and without visa allocation, and provides the usual free zone benefits: 100% foreign ownership, full profit repatriation and customs treatment appropriate to a free zone.

Ajman Free Zone is the emirate low-cost entry point.

Its market position is the entry level and small business segment. Packages are structured to be affordable for a single founder or a small team, with flexi desk options rather than mandatory physical offices for most service activities.

For a consultant, a small trading company or an e-commerce operation that does not need a Dubai address, it is a serious option.

Because the zone competes on price, packages and promotions change. Take the current cost from the zone or from a consultant who has priced it this quarter rather than from any published figure that may be a year old.

Ajman Media City Free Zone

Ajman Media City is the newer of the two zones and it is aimed at media, creative, consultancy and service businesses.

It made its name by pricing aggressively, and it is frequently the cheapest headline licence in the country for a service activity with no visa.

The caution here is the one that applies to every very low cost zone. A cheap licence that a bank will not open an account for is not cheap, it is a wasted year.

Media and consultancy licences in newer zones sometimes face more scrutiny during account opening, particularly where the business has no physical presence and no local clients. Read our guide to why UAE bank accounts get rejected before choosing on price alone.

Ajman Mainland

An Ajman mainland licence, issued by the emirate's department of economic development, lets you trade with the local market in Ajman and take on the activities free zones cannot cover.

Like every mainland licence, it requires premises registered locally and it is tied to that emirate's territory for the purpose of local trading.

This is the right choice for a business genuinely serving Ajman: a shop, a restaurant, a clinic, a local services company.

It is the wrong choice for a business whose customers are in Dubai, because a mainland licence from one emirate does not give you the right to run a shop in another.

The Honest Cost Comparison

Ajman is cheaper than Dubai and generally cheaper than Sharjah at the entry level.

For context on real figures we can publish: a Sharjah SPC free zone licence starts around AED 6,500 with no visas and around AED 14,500 with one, while a Dubai free zone such as Meydan starts around AED 11,920 with no visas and around AED 21,490 with one.

Ajman typically positions itself in the lower part of that range.

The number that actually matters is not the licence, it is the licence plus the visas you need plus the bank account you can actually open.

Visas From an Ajman Company

An Ajman free zone or mainland company can sponsor residence visas for its owners and staff, subject to the visa allocation attached to your package or premises.

The process is the standard UAE one: entry permit, status change or entry, medical, Emirates ID and visa stamping, as described in our employment visa guide.

One practical point specific to the northern emirates: your residence visa is issued through the immigration authority of that emirate rather than through GDRFA Dubai, and the federal ICP systems handle much of the process.

Your visa is valid across the UAE, but the office you deal with is local to the emirate that issued it.

Banking, the Deciding Factor

This is where northern emirate companies most often struggle, and it is worth being blunt. Banks assess substance: where your customers are, where your office is, whether you have staff, and whether the business plan makes sense for the licence you hold.

A company licensed in Ajman whose director lives in Dubai, whose customers are overseas and whose office is a flexi desk is a harder file than the same business licensed with a physical office and local activity.

Banking, not the licence, is what usually decides an Ajman setup.

It is entirely possible to bank an Ajman company. It is simply less automatic than it looks in a package brochure.

Prepare properly using our guides to opening a corporate account and the documents checklist, and expect a longer timeline than a Dubai equivalent.

Location and the Commute Reality

Distance to DubaiRoughly 45 to 60 minutesCommutable, not convenient daily
Distance to SharjahAdjacentEffectively one urban area

The commute is the honest issue. Ajman to Dubai in peak traffic is not a trivial journey, and founders who plan to be in Dubai meetings several times a week often find the saving less attractive than it looked.

If your working life is in Dubai, price that time.

Who Ajman Genuinely Suits

  • Cost sensitive founders who need a legitimate licence and a residence visa without Dubai pricing.
  • Small trading businesses where the port and warehousing costs matter more than the address.
  • Service businesses with overseas clients who do not need a Dubai presence.
  • Businesses genuinely serving Ajman and Sharjah residents, on a mainland licence.
  • Light manufacturing and workshops, where land and space costs are the driver.

Who it does not suit: businesses whose credibility depends on a Dubai address, businesses needing daily physical presence in Dubai, and businesses in sectors where banking is already difficult, because the combination of a low cost zone and a high risk activity is the hardest file to place.

Corporate Tax and VAT Apply Exactly the Same

A frequent misunderstanding is that a cheaper emirate means a lighter tax position. It does not.

Corporate tax is federal: 0% on the first AED 375,000 of taxable profit and 9% above, with the free zone 0% rate available only to a Qualifying Free Zone Person on qualifying income. VAT is federal at 5% with the same AED 375,000 registration threshold everywhere.

The rules are published by the Federal Tax Authority and apply identically in Ajman, Dubai and everywhere else. See our corporate tax guide and VAT registration guide.

Choosing Between the Two Ajman Zones

Founders regularly ask which of the two Ajman free zones to use, and the answer follows the activity rather than the price.

Ajman Free Zone is the older, larger and more diversified authority, with industrial land, warehousing and port adjacency alongside its office and service packages.

It is the right choice for anything involving goods, storage or production.

Ajman Media City is narrower, aimed at media, creative work and consultancy, and it competes almost entirely on price and simplicity. It suits a solo consultant or a small service business that needs a licence and one or two visas and nothing else.

It is a poorer fit for trading, because a media oriented licence with no warehouse is not what a customs process or a supplier expects to see.

There is also a perception dimension worth acknowledging. Very low cost zones attract a high volume of small companies, and banks and some corporate clients apply more scrutiny as a result.

That is not a reason to avoid them, but it is a reason to be able to explain your business clearly and to have your documentation in order.

Practical Steps to Set Up in Ajman

  1. Settle the activity first, because it determines which zone or authority can license you at all.
  2. Decide how many residence visas you need in year one, since allocation drives the package.
  3. Compare the two zones and the mainland option on total cost, not headline licence fee.
  4. Reserve the trade name and submit the application with passport copies and the business details.
  5. Pay and receive the licence, which in these zones is usually quick.
  6. Apply for the establishment card and begin the visa process.
  7. Start the bank account application immediately, because it is the longest step by a wide margin.

The sequence matters less here than in Dubai because there are fewer external approvals, which is part of the appeal.

What does not change is the banking timeline, so treat step seven as running in parallel with everything after step five rather than as the final task.

Common Mistakes

  • Buying the cheapest licence without checking whether a bank will open an account for it.
  • Assuming an Ajman mainland licence lets you trade in Dubai.
  • Underestimating the commute if your working life is in Dubai.
  • Expecting a tax advantage that does not exist, because tax is federal.
  • Choosing a zone before choosing the activity, which is always backwards.

The Verdict

Ajman is a legitimate, functional and genuinely inexpensive place to hold a UAE company, and for the right business it is the sensible answer rather than a compromise. The saving is real and the licence is as valid as any other.

Just make the decision on total cost and workability rather than on the headline licence fee. Price the visas, plan the banking, and be honest about where you will actually spend your working week.

If the answer is Dubai every day, compare against Sharjah and the cheaper Dubai zones before committing.

Frequently asked questions

Ajman consistently sits among the lowest cost licensing options in the country, alongside Umm Al Quwain and some Sharjah and Fujairah zones, and Ajman Media City often posts the lowest headline service licence price. Because zones compete aggressively and revise packages frequently, take the current figure directly rather than relying on a published number that may be a year old.

It can invoice clients anywhere and trade internationally, but it cannot open premises or trade physically in Dubai on an Ajman licence. Selling to the Dubai mainland market from a free zone company faces the standard free zone restrictions, and an Ajman mainland licence covers Ajman only. Where your customers physically are should drive the choice.

Often, yes. Banks assess substance rather than emirate, but a company with a flexi desk, an owner living elsewhere and no local activity is a harder file wherever it is licensed, and low cost zones attract more of those files. It is entirely achievable with proper preparation and a coherent business case, but expect a longer process than a Dubai equivalent.

No. Corporate tax and VAT are federal and apply identically across all seven emirates. Corporate tax is 0% on the first AED 375,000 of taxable profit and 9% above it, with the free zone 0% rate available only to a Qualifying Free Zone Person on qualifying income. VAT is 5% with the same registration threshold everywhere.

Yes. Ajman free zone and mainland companies sponsor residence visas for owners and employees, subject to the allocation attached to your package or premises. The process follows the standard UAE sequence of entry permit, medical, Emirates ID and stamping. Your visa is valid nationwide, though the issuing immigration office is local to Ajman rather than Dubai.
