ICP Smart Services: Every Service Explained and How to Use It
Ali JasimICP Smart Services is the online portal of the Federal Authority for Identity, Citizenship, Customs and Port Security, at icp.gov.ae. It handles the federal side of identity and immigration: entry permits, residence visas, Emirates ID, Golden and Green Visas, passport services for citizens, file validity and status enquiries, and fine payment.
It was previously branded ICA Smart Services, which is why both names are still searched. Log in with UAE Pass.
Many status enquiries need no login at all.
ICP Smart Services is the single most searched government portal in the UAE, and most of that search volume is people trying to work out which of the several dozen services on it is the one they need. This guide is the map.
It covers what the portal is, why it has two names, what each family of services does, and the handful of habits that make it a five-minute job rather than an afternoon.
ICP or ICA: Why There Are Two Names
This is the first thing to clear up because it affects your search results. The authority was formerly the Federal Authority for Identity and Citizenship, abbreviated ICA, and its portal lived at an ica.gov.ae address.
It was subsequently restructured and renamed to include customs and port security, becoming ICP, and its services moved to icp.gov.ae.
So "ICA Smart Services" and "ICP Smart Services" refer to the same thing. If you have an old bookmark or an old instruction sheet mentioning ICA, it is not wrong, it is just out of date.
Use the current portal.
ICP Against GDRFA: Which One Is Yours
The UAE has a federal immigration authority and Dubai also has its own General Directorate of Residency and Foreigners Affairs. Both are legitimate, and a given visa file lives with one of them.

If a visa was arranged by a Dubai employer or a Dubai free zone, start with GDRFA. Otherwise start with ICP.
When in doubt, try both, because status enquiries are free on each.
The Service Families on ICP
Rather than an alphabetical list, here are the families. Almost every real-world need falls into one of them.
1. Entry Permits
The permission to enter the country for a specific purpose: employment, family, visit, tourism, study, treatment. An entry permit is not a residence visa.
It is the document that allows somebody to arrive and begin the residence process, and it is the first immigration step in almost every hire. Companies submit these through the immigration channels described in our e-channel guide.
2. Residence Visas
Issuing, renewing, cancelling and amending residence visas, whether employment-sponsored, family-sponsored, investor or partner. This is also where a residence file is transferred or updated after a change such as a new passport.
3. Emirates ID
New applications, renewals, replacements for lost or damaged cards, and status enquiries. Covered in detail in our Emirates ID status guide.
4. Long-Term Visas: Golden and Green
Eligibility checks, nomination and application for the long-term residence categories. These are the routes that decouple residency from a single employer, and the eligibility criteria are specific.

How to Use the Portal Without Losing an Afternoon
- Get UAE Pass verified first. Almost every transactional service wants it, and the verification step is the one that catches people mid-task. See our UAE Pass guide.
- Use the app for checks, the website for transactions. The UAEICP app is faster for a status look-up; the website is better for anything with documents and forms.
- Have your numbers ready: passport number exactly as printed, Emirates ID number, the file or transaction number if one exists.
- Confirm which authority owns your file before you start, using the table above.
- Save every transaction number. This one habit removes most of the friction from every future enquiry.
What ICP Does Not Handle
Half of using the portal well is knowing when you are on the wrong one.
- Work permits, labour contracts and quota. That is MOHRE. See our MOHRE enquiry guide.
- Trade licences and business activities. That is the licensing authority, which for Dubai mainland is Dubai Economy and Tourism, and for a free zone is the zone itself.
- Corporate tax and VAT. That is the Federal Tax Authority at tax.gov.ae.
- Traffic fines and driving licences. The relevant emirate's authority, which in Dubai is the RTA.
- Dubai-issued residency transactions in many cases. GDRFA and the Amer centres.
The single most useful mental model for UAE government services is this: labour, immigration, licensing and tax are four separate authorities, and a business touches all four. Knowing which one owns a question is most of the work.
Everything else is forms.
For Companies: What You Will Actually Use
A company's dealings with ICP cluster tightly around the employee lifecycle:
- Entry permit for a new hire, once the labour side has approved the work permit.
- Status change where the person is already in the country on a visit status.
- Residence visa issuance after the medical and Emirates ID steps.
- Renewals as visas approach expiry.
- Cancellations when somebody leaves, which is a legal obligation rather than housekeeping.
- Amendments for a new passport, a change of job title, or a change of sponsor.
Every one of those has a deadline attached, and the deadlines are the part that goes wrong in a growing company. An unstamped renewal is a fine; an uncancelled visa for a departed employee is a live liability sitting on your establishment file.

Fines, Overstay and Why to Check Before You Fly
The fines section of the portal is the one people find too late. Immigration fines in the UAE are mostly time-based, which means they grow quietly rather than arriving as a single event, and overstay is the clearest example: an expired permit that nobody acted on accrues a daily amount for every day it stays expired.
What that means practically is that the cost of ignoring an immigration deadline is not fixed, it is a function of how long you ignore it. There is no benefit to waiting, and the sooner an application goes in, the smaller the number.
Checking and settling fines through the portal before any travel is the cheap version of this lesson. Discovering them at an airport counter is the expensive one.
The same logic applies to a company. An uncancelled visa for an employee who left the country months ago is not a dormant piece of admin, it is a live entry on your establishment file that can complicate later filings.
Cancellation on departure is a legal obligation for exactly this reason.
Golden and Green Visas: What the Portal Is Useful For
The long-term residence categories generate a lot of questions and a lot of misinformation, and the portal is genuinely useful here because it holds the actual eligibility criteria and the actual application route rather than a summary of them.
The distinction worth understanding before you read anything else: the Golden Visa is a long-term residence granted against defined criteria such as investment, property, specialised talent or exceptional professional standing, and the Green Visa is a self-sponsored residence for skilled professionals, freelancers and investors who do not need an employer to sponsor them.
Both decouple your residency from a single job, which is the real benefit for a founder.

A Note on Lookalike Sites
Because the search volume on this portal is enormous, there are a lot of sites positioned around it, some helpful and some charging for services the government provides free.
Government services in the UAE sit on gov.ae domains, and the official catalogue is indexed at u.ae.
If a site is asking you to pay for a status check, it is charging you for something that costs nothing.
Paying a competent firm to handle a process for you is a completely different thing from paying a website to press a free button on your behalf. The first buys you accountability for an outcome.
The second buys you nothing.

GDRFA is Dubai's own residency directorate and handles Dubai-issued residency, which covers most Dubai employers and Dubai free zones, with Amer centres as its service points. ICP covers the federal system across the other emirates. Status enquiries are free on both, so if you are unsure it costs nothing to try each.
ICP does not handle work permits, labour contracts or quota, which belong to MOHRE. It does not handle trade licences or business activities, which belong to the licensing authority such as Dubai Economy and Tourism or the relevant free zone. It does not handle corporate tax or VAT, which belong to the Federal Tax Authority. Traffic fines and driving licences belong to the individual emirate authorities.
